California's Summer Nutrition Gap

In 2014, nearly two million of California's most vulnerable kids fell into the summer nutrition gap. That is, over 80 percent of the state's low-income children and youth who benefited from free or reduced-price lunches during the academic year missed out on such meals during the summer.

Federal and State Actions

Children need access to nutritious summer meals that combat hunger and food insecurity, support year-round learning, and help prevent obesity. State and federal decision makers can ensure that all of California's kids have year-round access to healthy, affordable meals. There are specific actions these leaders should take.

  • Congress should authorize a nationwide Summer EBT program by supporting the Stop Child Summer Hunger Act of 2015, introduced by Representative Davis (CA) and Senator Murray (WA).
  • While Congress considers action, the United States Department of Agriculture (USDA) should expand the existing federal Summer EBT projects to include California.
  • The State Legislature and the Governor should ensure that California prioritizes the implementation of Summer EBT, establishing any necessary state authority and allocating all necessary resources.
  • The California Departments of Education and Social Services should prepare to launch a Summer EBT program/project as soon as federal authority allows.
