Aligning LCFF with School Meal Provisions: Hopeful Signs

6.2.2014 In recent weeks, the Assembly and Senate Budget Committees took action to include proposals in their respective 2014-15 budgets that would better align the Local Control Funding Formula (LCFF) with school meal provisions such as Provision 2 (P2) and the Community Eligibility Provision (CEP). A similar adjustment is included in the Governor's May revision of the budget.

As the Budget Conference Committee (comprised of members from the Assembly and Senate) begins negotiations to establish a final budget package for the Governor's consideration, we are hopeful that a proposal to make LCFF more compatible with the school meal provisions will move forward.   

P2 and CEP are federally authorized options that increase access to free school meals for students attending high-poverty schools. Making LCFF compatible with P2 and CEP will help direct state and federal resources where they are needed most. We applaud state and local efforts to optimize P2 and CEP. These provisions will help ensure that California's 3 million low-income students receive the health and academic benefits of school meals.
